[mrtg] SNMP Failure on Filtered NT Server

I have an NT 4.0 server that runs MRTG without complaint except when
I attempt to use TCP and UDP filtering within its TCP/IP setup.  NT
documentation states that this type of filtering is only applied on
inbound connections, and that replies to outbound connections
should work normally.  Also, the addition of ports 161, 162, and also
1993 (for Cisco equipment) as allowed TCP and UDP ports does not
resolve this issue.

When I add the filtering MRTG is unable to receive a response to the
SNMP queries it makes.

Does anyone have a solution?
