perhaps for the chatty thingie
we use MRTG for arround 1000 Links and produce an SNMP output of arround 80MByte each day (24h) If I calculate this down to the 5min rhythm, its arround 0.28 MByte for each poll. That would mean arround 0.00028 MByte (or ~ 293 Bytes) for each Link. I dont see a real reason why MRTG should be that chatty.
Im not sure about the following, but I think OpenView (same as NetView) polls every interface of the Nodes it has in the inventory. I have 25'000 Objects in my DB on maybe 2500 Nodes so I would say that OpenView and NetView are far more chattier then MRTG if you count the Number of connections. And if you "just" want to monitor the Bandwith of your Links, I think OpenView is an overkill for this. OpenView is able to do way more then just monitoring (ok MRTG is able to do a lot more too but not in the same liga as OpenView).
I just see one reason why Managers would vote against MRTG... its free! /sarcassm on and whats free cant be something good /sarcasm off.

In reality, it turns out that Openview is far more chatty than mrtg from
a number of perspectives:
1. mrtg typically is polling once per five minutes; typical openview
installations are on the order of once per ten seconds up to about
once per minute (eg, 5-to-30 times more chatty)
2. Openview and mrtg snmp packets are not the same. Openview packets
are generally much larger as the packet will include multiple snmp
variables (whether wanted/needed or not), while mrtg polls only the
oid's needed for each chart.
Openview might be viewed as What's Up Gold's big brother.
Concord's NetHealth might be viewed as Mrtg's big brother.
Two different category of tools.
