Cisco Catalyst 4000 only run with CATOS code. There is an RSM (Route Switch
Module) available for the 4000 which runs IOS code, just like a cisco 3600.
Here are the commands:
CAT 4000
set snmp community read-only (yourcommunity)
set snmp community read-write (yourcommunity)
RSM
snmp-server community (yourcommunity) RO
snmp-server community (yourcommunity) RW

I run a Sup3, supports IOS only. There is no CatOS on my 4006.

4006 runs CatOS unless you are referring to a MSFC card, which is a layer 3
router card and runs IOS. With this card you can have two logical addresses,
the one for the layer2 CatOS and one for the layer3 IOS card. They are
independent of each other in that regard.

Are you certain you have SNMP enabled and that "public" is the correct RO
string? My 4006 is running IOS so the command is different, but this is
what I use:

All the router are running CatOS, but when I try to use cfgmaker as
indicated
