I think you need to use "targetA + -targetB". Your case:

Target[192.168.101.1_987]: 4:public at 192.168.101.1 + -3:public at 192.168.99.1

I'm not sure mixing scripts and SNMP targets is supported. You should be
able to include the SNMP polling inside the script "ipchainacc" or write
another script as a wrapper.
