If I'm correct this *will* scale between 2000 and 17000.
I wouldn't know how to solve that problem, sorry.

For more control you may want to have a look at rrdtool.  You'd
use mrtg to collect the data and roll your own grapher script (as
opposed to using 14all.cgi) to show the images.
