Hi Martin,

I was too vigilant with testing for invalid data ... I have moved
the texst into the threshold checking routine, so that it only
complains on cases where there is threshold checking enabled ...

BUT! there still seems to be a problem with threshold checking and
rrdtool at least on the win32 platform. I am getting reports which I
have not yet found a handle on ... (not had much time to spend on
it either).

Anyway, I have released 2.9.20 which fixes the error message.
