This is a definition problem I guess. In my opinion your small perl
program is reading the text file and mrtg is not. But yes, this will
work and yes, timing will be problematic. It is possible to call
rateup.exe just as one can call rrdtool directly. Perhaps this also
allows to set the correct time (time of capture in stead of current time).
