There is a command for Cisco's that will stop the instance number for the
interfaces changing after a reboot, I don't remember it as I don't use it,
try searching the archives.

Why not reference your targets by the description using the backslash, ie

Target[cisco_2501]: \Serial0:public at device

If you create your configs using cfgmaker, then use the "--ifref=descr"
option
