[mrtg] Problem with indexmaker and RRDTool

I have RRDTool working just fine with MRTG.  I used indexmaker to create
an index page.  However, the index page doesn't work... every link is
broken, and the logs say "ERROR: unable to open config file:
/etc/mrtg/14all.cfg"  I cannot find any documentation anywhere that
discusses a cfg file just for 14all  My other thought is that it really
wants the cfg file for the graph, but is calling a default name instead
of the actual name.  What do I need to do to fix this?
