[mrtg] bandwidth utilisation using snmp v2

I am using a config to capture the 64 bit counters from a cisco catalyst switch. The interfaces are consistantly running at 0.5-0.9% utilised. However mrtg consistantly reports 0% with an occasional rise to 1% utilised with the config below.
If i use the default configmaker instead of my config file it does report utilisation of around 0.7% however we want to see utilisation as a % not the bytes in/out that is created with this.
I've checked out the config with somix and other posts here and cant see an error so any help would be great.
