[mrtg] ALL Cisco Routers show CPUÿ

I am trying to graph CPU utilization on all wan routers. Either our routers
are way under utilized or I'm doing something wrong! I am able to properly
load the correct mibs and get an reply on all snmpgets for avgBusy5 and
avgBusy1 but they are always equal to 0, any ideas?
