SNMP is running on the router but can you confirm the community string on
the router is the same as the community string used by the MRTG host, the
community string *is* case sensitive.

Is there a firewall or some other device that could be blocking UDP161
traffic.

On Cisco routers you can specify which IPs can access SNMP information by
the use of access lists, is this is possible with Bay routers?

Try SNMP walking the device to see if gives you any information.

1.  I've verified that this Bay AN Router has snmp on
2.  I can ping it from the Solaris host that runs MRTG
3.  I can do a traceroute to it from the Solaris host
4.  I'm running MRTG v2.8.12 on a Solaris 2.6 server
