Committed Access Rate is supported on large Cisco routers... do not try that
on something less than a 7000 series.

Not natively...  But if the number of protocols you want to monitor is
limited, you can use CAR
to monitor them.

CAR allows you to write rules that can police or shape traffic.  If you
police the traffic at larger than line speed, and then monitor the CAR mib
for bytes forwarded below threshhold, you will end up with an effective
monitoring solution.

If you want to look at all of the protocols, you should run flow-tools
instead.
