[mrtg] Updated "MRTG Implementation Manual"

Hi,

The "MRTG Implementation manual" has been recently updated on the following topics:

-  Enabling SNMP support on target hosts. Enabling extended SNMP support on Windows NT/2000 based hosts (cpu, mem, disks, etc)
-  Monitoring generic SNMP OIDs with MRTG. Configuration file guidelines and examples.
