[mrtg] Bug with --logging under windows NT

Hi all I noticed that a while ago the --logging=eventlog seemed to brake
This was working 2.9.17.

This is still broken in 2.9.26

Problem.

When MRTG is started with --logging=eventlog the following errors are
displayed.  It seems to still log the event to log.

Config.
Perl 5.6.1.633
MRTG 2.9.26
rrdtool 1.0.38
Windows 2000 SP3

Header of MRTG cfg file.

and if i try to run mrtg with a invalid config file this is the output.
