If you had checked the documentation about configmaker then you had
found '--no-down' will do the thing you want.

Whenever I build a MRTG configuration file for my switch or router, I
found 
only active switch port graph are generated.  How can we generate MRTG
graph 
for every ports no matter it is up or down?
