Permission denied could mean:

1) no permission at all for that file
2) no execute permission for that file
3) no permission for the interpreter
4) interpreter not found

That doesn't matter.  What matters is that the user which is running mrtg
has permissions.

Last but not least: you seem to be using ' in stead of `.  However, this is
documented and is in the FAQ IIRC so that's probably not your problem.
