[mrtg] ifInOctets not increasing

Dear 

    As I have been trying to solve the problem of D-Link from last one week, and especially today, so I have reached to the main problem now. the problem is that when we do snmpwalk, ifInOctets doesn't increment some of D-Link cable modems, and show zero, so now question is that why it remains to zero.
