The OID, including the instance, seems to be OK.

This is the correct format, assuming the line starts with "Target[cpu]: 1.3.6.1...

The other Alex is probably right.  You didn't use the gauge option and thus you are
graphing the rate at which the cpu load changes.  You will only see something in the
graph if the load increases with 1 per second or more during 300 seconds: a lot!

Please be aware that even if you use "Options[_]: gauge", this doesn't necessarily
mean you are using the gauge option.  This only defines a >>>default<<< which is
*not* used if you have a target specific options line.
