Both graphs show what they are supposed to show.  I don't see any problem
here.  The "unreadable" graph looks perfectly readable to me, and I can
clearly see utilization is well below 25% of the peak reading on that link.
I look at that graph and at a glance know that no thresholds are being
exceeded, and no need to upgrade the bandwidth is needed.

Another thing that may be worthwhile to increase the visibility of the low
percentage readings would be to increase the vertical size of the graph.

I used:
XSize[_]: 600
YSize[_]: 400

And came up with the "attached" graph. (Click the link below.)  I'm using
Unscaled as well, so this would simulate your situation where the actual
data barely makes a mark on the chart.  Yet with the bigger graph, its more
visible.

Okay have a look at the attached files. The figures speak for 
themselves. .01% in stretching it, but I would'nt mind noticed a 25% 
hike in the daily hike of the "unreadable" graph between 9-5 which 
simply wouldn't be possible.
I am the only guy that looks at the graphs so I don't care what the look 
like......pretty???? hmmmmm......
I sure that everybody will agree that the two attachments and their 
names are applicable to proving my point.
