You can login as anybody with admin equivalence, install SNMP (runs as a
network service/device). The SNMP will always run, regardless of when or
how the user logs in, think of it as running like your TCPIP stack. No
configuration is required out of the box and make sure you have SP2
running, it does not run well it seems on SP1 or SP3 in my experience.
If you have already installed the SNMP and it wont login, remove it,
restart the server/workstation. Open event logs, clear them or make not of
the last entry. Reinstall it (logged in as admin equivalence), restart,
reinstall SP2, restart,check event log. You should have a 'started
successfully' or similar message.

Not 100% of this but I believe all services have to be installed as
administrator and run as system on windows2000. This is mainly due to the
fact that services run even when nobody is logged on and before logon is
even an option (eg during startup when only system items are being run).
Don't quote me on it though :)
