This has been covered extensively over the past few months, so you're
not the only person that had the problem

In /etc/sysconfig/i18n change the first line from
LANG="en_US.UTF-8" to
LANG="en_US"

Then you "should" be able to do a 
"source /etc/sysconfig/i18n"

If the source command does not work, you will
have to log out and log back in.

I am running:
Linux netmon 2.4.18-27.8.0 #1 Fri Mar 14 06:45:49 EST 2003 i686 i686
i386
GNU/Linux
And have installed the latest versions of zlib, libpng and gd.

Can anyone help me explain this behavior?  I create the config file
with

cfgmaker --no-down --descint --subdirs --global
"workdir:/var/www/html/ts"
-- global "Options[_]: growright,bits" --output=/var/www/html/mrtg.cfg

Then after running

./mrtg /var/www/html/ts/mrtg.cfg

I receive many errors like the following


Malformed UTF-8 character (unexpected non-continuation byte 0xfb, 1
byte
after start byte 0xea, expected 3 bytes) at
/usr/local/mrtg-2.9.22/bin/../lib/mrtg2/locales_mrtg.pm line 306.
Malformed UTF-8 character (unexpected non-continuation byte 0x65,
i
