[mrtg] Using Mr. Daemon with MRTG

Does Mr. Daemon (http://www.geocities.com/Mrtg_daemon/) allow you to make
changes to your config files while continuing to collect and graph data or
do you still need to stop MRTG before making any changes?  I'm just trying
to understand the overall benefit of this application.  Is it widely used?
