Yes.  Usually.  Depending on your rrdtool front end.
I have the most sucess with routers2.cgi, where I can use the
routers.cgi*ShortDesc per-target configuration parameter.  I believe
14all.cgi has a similar parameter, but it's been too long since I've
played with it.
