Have you made typos here, or in your config file?

You should have
Maxbytes[publicside]: 32000
AbsMax[publicside]: 12500000

ie maxbyes set to a value of kiloBytes 32KBytes=32x8=256Kbits
and the AbsMax (not AbsoluteMax) set higher 12.5MBytes = 100Mbits
