Hi. I basically went to this page on MRTG's site:
http://people.ee.ethz.ch/~oetiker/webtools/mrtg/nt-guide.html  and followed the directions. Then I installed RRDTool, http://people.ee.ethz.ch/~oetiker/webtools/rrdtool/download.html, the included directions are great.
To fine tune it, I used this site: http://www.wtcs.org/snmp4tpc/rrdtool.htm. However, for Windows, I think the best frontend is routers.cgi version 2.11 at http://www.cheshire.demon.co.uk/pub/. 
That should get you up and running. From there I searched on google for MRTG and RRDTool resources....
