Why not use the ports collection?

cd /usr/ports/net/mrtg && make install distclean

BTW:
The mrtg port uses the configure line:

./configure --with-gd-lib=/usr/local/lib \
            --with-gd-inc=/usr/local/include

This should work if your gd2 libraries are in the same place as the port
build of gd2.
