The system in which you are running cfgmaker on is not receiving an SNMP 
response from that switch.

Possible causes in order from most to least likely:
-SNMP public community string is incorrect
-SNMP not properly configured on switch
-Firewall or access-list preventing SNMP traffic from making the trip
-Incorrect IP address for the switch
