OK, so you were right and I didn't have a log file. I created one like
you said...

The pages and files generated by MRTG should reference your target
names.
In the case of your target Target[151.132.16.190_1_WinNTCPUUtil]: you
should
get the following files:

151.132.16.190_1_WinNTCPUUtil.html
151.132.16.190_1_WinNTCPUUtil.log
151.132.16.190_1_WinNTCPUUtil.old
151.132.16.190_1_WinNTCPUUtil-day.png
151.132.16.190_1_WinNTCPUUtil-month.png
151.132.16.190_1_WinNTCPUUtil-week.png
151.132.16.190_1_WinNTCPUUtil-year.png

And they should be generated in your WorkDir, in your case,
E:\www\mrtg
If they are not there, look at your event log, that's where you are
logging
your errors; if there are no errors in your event log, start MRTG
manually
like this:
First cd to the mrtg directory (D:\mrtg-2.10.5\bin)

Then type this: wperl.exe mrtg --logging=YourLogFile.log mrtg.cfg

This will create a log file called yourLogFile.log, open it and see if
you
get any errors.

winntdiskutil.html and winntprocutil.html are the only pages being
generated. 

There are log files for those two pages.

The command I am using to run MRTG is in a shortcut located in my
startup
menu:

Target:    E:\Perl\bin\wperl.exe mrtg --logging=eventlog mrtg.cfgStart
In:  D:\mrtg-2.10.5\bin

any ideas?

Which pages are being generated and which ones are not?
How are you starting MRTG?
Are you generating a log file?

If you are not generating a log file, it would be a good idea to start
one.
Start MRTG manually from the command prompt this way:

perl mrtg --logging=YourLogFile.log YourConfigFile.cfg

This will generate a log file and you can see what errors are being
generated.
