Your problem is in defining where does week 1 start.
Does the week that contains 1st Jan become week 1, or does week 1 start on 
the first Monday of January.
ISO standards (ISO 8601:1988(E)) defines week 1 as the one that contains the first Thursday (which means 
the first week where more than half the days are in the new year)

My MRTG (through both RateUp and Routers2) think we are currently at the 
start of Week 28. (I'm on Windoze too). Re-reading an old reply, Tobi said 
he considers week 1 starting on the first Monday.
Lotus Notes calls this week 29 (follows ISO)

So I think you are stuffed.

Under Micro$oft I am fairly sure that support for the weekformat letter 
options is flaky. I tried playing around a couple of years back (when 
looking at week Zero) and nothing worked (other than making the week start 
on a Sunday)
But I don't think any of those options is designed to redefine week 1 
anyway.
