Near the beginning of the config file you should have the following
option:
 
InconDir: /icons/
 
The directory /icons/ is defined in the configuration file for your web
browser.  I am running a unix system and my icons directory is
/srv/www/icons/.  You need to find out what directory is actually
defined as /icons from the root of the web server.  The root of my web
server is /srv/www/htdocs.  Copy the mrtg images files that are
referenced at the bottom of the pages (from the /images directory in the
mrtg distribution) to that directory.  It doesn't matter wether you are
running Windows or Unix, somewhere there is a configuration file (or
Internet Information Services Manager) that defines where the directory
/icons/ is located.
