[mrtg] question

hello
i looked into google found any same failures but not a resolve 4 me.

when i start mrtg with config parameter, or  without this failure is coming.

Malformed UTF-8 character (unexpected non-continuation byte 0x20,
immediately after start byte 0xe2) at /usr/bin/../lib/mrtg2/locales_mrtg.pm
line 4051.
Usage: mrtg <config-file>

mrtg-2.9.17 is the Multi Router Traffic Grapher.
(much more) i just paste this cause all the same just different lines
i used the tar.gz version on Redhat 9
ideas why or what i can do?
