I had the same problem on Win-XP. Fixed by changing the env-var TZ 
from GMT-1 to GMT-2 and restarting MRTG daemon. 

Seems the Perl I use (ActiveState perl) doesn't detect DST changes in 
the localtime function or doesn't detect changes in $ENV{'TZ'} once the 
program is running.
