Why didn't you just do an 'up2date-nox mrtg' or 'yum install mrtg' 
(one of these should work) ?
Alternatively, you could also download the latest source and
do a configure;make;make install (as root).

IF 172.31.212.14 is the FC3 box in question then its probably something 
to do with net-snmp's default daemon configuration
(/etc/snmp/snmpd.conf) allowing a specific MIB view only.
