The reason is because you don't have anything defined in your in your
LegendI, Legend0, and possibly your ShortLegend. If you have to just
put a non-breaking space like so:
LegendI[xxx]:
LegendO[xxx]:
ShortLegend [xxx]:
This should fix you problem.

I`m using 14all.cgi to generate the graphs. But if you forget about
rrdtool,
which means MRTG running alone with the same configuration file but
without
these lines:
LogFormat: rrdtool
PathAdd: c:\rrdtool\bin
LibAdd: C:\Perl\site\lib\ppm-conf
the results were the same. Good graphs but no stats...
