If you are using routers2.cgi v2.16b7 or later, then you can put the

routers.cgi*LowerLimit[targetname]: 60
routers.cgi*UpperLimit[targetname]: 100
routers.cgi*Options[targetname]: rigid

in your .cfg file to force the graph to have y-values between these limits.
Prior to v2.16b7 the LowerLimit option did not exist in routers2, although
the others did.
