[mrtg] What happens after an outage?

If the machine running mrtg is down or cannot cummunicate with targets for 
an extended period of time, is it natural for the rates plotted to spike 
when mrtg comes back?

This appears to be the behavior I'm seeing in our v2.10.8 installation - 
very severe rate spikes on all graphs when a nonresponsive mrtg server is 
rebooted.
