It is possible if you ditch MRTG as the collector.  You'll need to
either 
roll your own or use one of the collectors listed on the RRD homepage.
MRTG can only do as little as a 5 minute frequency.

Yes, you'll also need to restructure your RRDs.  A dump and reload 
of the rrds may work, but I'm not exactly sure.
