Looks like lack of Target[minutes] in your config file - one set in the
mrtg-rrd's @config_files of course. Or if you have directory with .cfg
files in @config_files - check if you have doubled target entries
somewhere in it, then remove redundant ones.

Or merge all cfg's in one large file - mrtg-rrd won't mind double
targets from one config file, IIRC it will just use first from the top.
