You can poll the remote host interfaces to plot the mrtg graph.  For 
mrtg to poll the traffic on each remote host, you have to have snmp 
service installed in each host. If that would not be feasible, then find 
someway that knows how many bytes of data is transferred to each hosts 
separately.

Or, if you are able to tcpdump the traffic on eth1, or mirror the 
traffic on eth1 to one of the interface of your monitoring host, you can 
then use the tools like ntop. This not only allows you to graph the 
traffic on each host but also graph the type of traffic.
