[mrtg] Max Speed

I noticed the max speed listed on each interface.  I'm wondering if this is
some kind of counter that shows the maximum speed the interface has ever
gotten up to or is what each interface is set to under the bandwidth
command (bw).  If it's a counter, is it updated everytime mrtg runs against
that device or is it static since the first time the mrtg.cfg was created.

If I missed it in the docs, just tell me to RTFM.... ;)
