[mrtg] mrtg 2.12.1 to 2.13.2 upgrade

When I upgraded from mrtg v2.12.1 to v2.13.2, all graphs stopped reporting 
data on the wintel server. Any notable reason that anyone has seen? When I 
backgrade to v2.12.1, I lose all history, but it starts working again. Very 
odd.
