It's telling you the problem, right there. It can't open the perl
script as it doesn't exist (either the script or the interpreter).
Check that
1) The script actually does exist in the directory specified, and Perl
is indeed installed on your server
2) The #! Line (the very first line of the script) correctly specifies
the location of your Perl executable, and
3) You have correctly associated the .pl extension with the perl
executable.
Probably (3) is not required as you're using the #! Line instead
(usually an Apache thing). If you rename the script as routers2.pl then
(2) will not be required but (3) will.
Usually, the routers2 install script will take care of these settings
for you automatically, but you may have an unusual system configuration.
