[mrtg] "withzeroes" and rrdtool

Does the option "withzeroes" have any effect when using rrdtool as the log
format?  From looking at the code, it does not appear that way.  So, are zeroes
averaged in or aren't they?  And how can I change that behavior?  I have some
datasets in rrdtool where 0's should be included (number of dial up
connections, for instance), and others that shouldn't (like my average
bandwidth).
