[mrtg] Minimum Y-Axis

Try adding the 'rigid' option to the routers.cgi*Options[_]: definition.
This should help even if your data would cause it to try other values.
 
Also, note that you will need at least version 2.16 of routers2.cgi for
this to work (current is v2.17 or v2.18beta1)
