[mrtg] MRTG not refreshing values

Hello all, and a quick thanks for your help in advance.

I have MRTG 2.15.2 running on Windows Server 2003 with ActivePerl.
MRTG is running as a service and produces the first graph just fine.
The problem comes when it's time to refresh. MRTG seems to not be
overwriting whatever file is necessary to redraw the graph with current
results. I have a total graph for a Cisco3650G router that adds all
traffic from the ports into one graph and then I have individual graphs
for each port. Each graph spikes up and then never goes down again. I
know this to be an error because I have physically unplugged all ports
and the graphs still show over 770MB/min usage.

If I delete the .png files and restart MRTG, I get the same graphs as
before. After deleting the log files and the .old files and restarting
MRTG, the graphs start at 0 but quickly go to 770MB/min and stay there.
There are no messages in the event log from MRTG.

I'm really at a loss here. My config file has 28 interfaces (24 + 4
upload ports) for each of 5 routers, and then the addition of all in and
out traffic for the first 24 ports combined on one graph. I've taken
the combined port graph out of the .cfg file and have the same results
on random ports (no one port is doing this constantly).

I used cfgCreator to create the .cfg file.

Here is a sample of my .cfg file. I've included one section for an
individual port and one for the total traffic. Any help would be
greatly appreciated.
