I don't know anything about cacti...may want to check their forums / mailing
list for info on configuring it.

If you are using MRTG then I'm going to refer you to the SNMPv2c section of
the MRTG Reference manual (
http://oss.oetiker.ch/mrtg/doc/mrtg-reference.en.html) for info on enabling
it.
