This graph is sort of what I'd expect.  If you have multiple clients coming
in and being rate-limited then you'll get approximately a flay line at the
max speed but sometimes less as things go.  You're only sampling every 5 min
so you won't get enough detail to see sawtooth patterns or things like that.
This is very similar to my monitoring of the P2P traffic on my home LAN,
which is also rate-limited.
