[mrtg] In and Out explained

I have a cisco router with 3 serial interfaces I am graphing the bandwidth
over each serial interface. How do you read the In and Out? Is Out the
amount of Bandwidth going out the serial interface to my next hop router?
And is the In the bandwidth coming in from my next hop router? I know this
should be a straight forward answer, but I just want to make sure that I can
explain my graphs to my bosses in a couple of weeks then the data is
presented.
