[mrtg] Discouraged with CPU counter

[Joel A Savage]

It is almost as if there is no snmp on the windows server for the CPU
statistics.

Try doing snmpwalk without specifying the mib, if this fails then 
specify the version.  Once this works then go back and try specifying 
the mib
